He was born in Rotan, Texas on August 26, 1945, to R.W. and Pauline Davis Simmans, Jr. He graduated from Azle High School in 1963 and continued his education at Texas Tech University, where he earned his bachelors in 1967 and his masters in 1968. He then embarked in a decades long career in education. He served as a vocational agriculture teacher in Clarendon and Lamesa, a vocational director and elementary principal, also in Lamesa, and as principal of Cisco High School until his retirement. She was born July 14, 1945 in Longview, Texas to the late Stafford and Cleo Vallery. At 6 months old, her family moved to Plain Dealing, Louisiana. She graduated from Plain Dealing High School in 1963. After high school, she attending Louisiana Tech and graduated in 1967 with a Bachelor's of Education.
